Objective
The intent of this one-day course is to provide an Introduction to the
Benefits Driven Procurement approach in the Federal Government. The course will
provide definitions, basic principles and the framework of the BDP approach to
contracting. Real case examples will be used for participants to apply the
principles of BDP and understand when and where it has the most beneficial use.
Following the successful completion of this Course, participants will:
- Understand the concept of Benefits Driven Procurement and its relationship
to the policies;
- Be aware of the relationships required with the client departments;
- Understand the four basic principles identified in the BDP approach;
- Address their concerns and issues;
- Identify potential opportunities in the various areas of
Procurement;
- Be aware of the changing contracting environment within the Federal
government and the need for new contracting approaches, such as BDP;
- Make the linkages with Information Technology (IT) projects, as well as
other types of projects;
- Be able to identify when the BDP approach is appropriate and what is
required of the client and of the supplier to ensure the successful delivery
of the project; and
- Review scenarios and a case study, other than Information
Technology/Systems Integration Projects.

Target Population
This Course is designed for all levels of the Federal Government involved in
complex procurement. It should be offered to all levels of management and
contracting officers
Pre-requisites
No Pre-requisite, however all particpants should be familiar with the
Contracting Process, since this is the main concentration of this workshop.

Hours: 8:30 to 4:30 p.m. - 1 hour for lunch
Outline
The Course will outline the characteristics of a potential contract or
project using the Benefits Driven Procurement Approach as well as the main
components of a BDP Project and the relationships among the various players:
PWGSC, Treasury Board, the client and the suppliers. The relationship issues
will be emphasised indicating the importance of involvement of all parties at
the earliest possible level, once needs have been identified. Contracting
officers will be required to be involved with the client before the decision is
made about the type of contracting approach to be used.
