Manager's Guide to Contracting

Objective:
To provide employees with the information and awareness of government and
departmental policies, practices and regulations for contracting for goods and
services. This course will address signing authorities and liabilities of
managers under their delegated authorities.
At the end of this course, participants will :
- understand the roles and responsibilities of Materiel managers,
operational managers and support staff;
- be aware of the government contract policies and related agreements;
- be aware of the risks and liabilities in exercising procurement
delegation;
- understand the difference between financial and contracting delegation
authorities;
- be aware of their role as functional and technical authorities; and
- exercise their authority in making effective procurement decisions and in
achieving value for money.
Duration: 2 days
Target Population: Managers, project officers and scientific/technical
authorities who participate or will be participating in the management of
service contracts and the management of consultants engaged through these
contracts
Pre-requisite: None
Pre-course reading: Will be provided before the course
Minimum/Maximum participants: 6/20
Hours: 8:30 to 4:30 p.m., 1 hour for lunch
Outline:
This course will take participants through the main phases of contracting,
highlight the various risks and liabilities and discuss the impacting rules and
best practices. The course will stress that, as the accountable authority, they
must possess a good understanding of their responsibilities and accountabilities
in Contracting.
