Objective: 

Provides specialised training to contracting officers and managers. Special consideration is given to the evaluation methodologies, evaluation criteria and selection methodologies, as well as, the client-procurement officers’ relationship, particularly in the area of managing an evaluation committee and where more than one department may be participating.

At the end of this course, participants will:

  • have reviewed TB policy on contracting and its links to PWGSC policy;
  • be able to ensure the links between SOW/SOR/Specs and the evaluation criteria;
  • be able to apply revised and/or new methodologies in evaluation criteria and selection methods;
  • be able to manage an evaluation committee with clients and representatives from various organisations;
  • be aware of their responsibilities and liabilities in matters of client relations and liabilities in contracting; and
  • understand the basic definitions of the criteria, the clauses, the most common complaints received by CITT under NAFTA/WTO-AGP and options for avoidance.

Duration: 3 days

Target Population: Experienced contracting officers and managers involved in contracting on a regular basis, particularily in the Industrial, Commercial Products and Standardization Services Sector.

Pre-requisite: All participants should have participated in the Introduction to Procurement course and/or have experience in the contracting field, since this course concentrates on advanced contracting methods and interpretation of new policies.

Hours: 8:30AM – 4:30 p.m., 1 hour for lunch

Outline: 

Participants will address the pitfalls of contracting and recognize when legal or other assistance is required within a government environment. Participants will be able to recognize the need for the various types of evaluation criteria, evaluation methods and selection strategies. Scenarios and case studies have been developed to provide practical application of the principles addressed during the course.
