Objective: 

Designed to ensure that employees are aware of their role in acquiring goods and services.

At the end of the course, participants will:

  • exercise delegated contracting authority and accountability for low-dollar value procurement of goods and services;
  • understand Government contract policies and related agreements;
  • understand the delegation of procurement authority;
  • understand the role of functional authorities;
  • understand the factors required to make effective procurement decisions and achieve value for money;
  • be aware of the risks and liabilities in exercising delegation;
  • prepare quality procurement documents; and
  • prepare the required procurement reports.

Duration: 3 days

Target Population: administration and support staff who will carry out procurement activities using a variety of procurement methods.

Hours: 8:30 – 4:30 p.m., 1 hour for lunch

Outline: 

To provide participants with the information, understanding and thought process required to acquire goods and services in accordance with Government policies, Treasury Board contracting directives and guidelines. It will address signing authorities and liabilities of Materiel managers, operational managers and administrative staff under their delegated authorities. The roles and responsibilities of the players in the Materiel management and operational areas in the government context will be discussed.
